A tattoo is only peemnarnt because it is injected under the surface of the skin, it has nothing to do with the actual ink used. In theory you can tattoo yourself with any ink (as long as it hasn't got any lead in it). So the answer is unless the ink goes under the skin then it won't be peemnarnt.
